Meet the Team

Arnold A. Mandin

Chief Executive Officer & President

He has been in the renewable energy industry for more than a decade with experience in business development, project management, and power supply contract negotiations. His career began at Emerging Power Incorporated (EPI), where he played a crucial role in expanding. He transitioned to Tamoin Industrial Corporation (TISCO) as Business Development Officer. There, he was instrumental in identifying new business opportunities and later assumed the critical role of Site Manager during the construction of the 10.7 MW Bunker Plant in Surigao City.

Darrel S. Digal

Chairman of the Board

A visionary leader and passionate advocate for sustainable energy, he recognized the need for the Philippines to transition toward renewable energy. With an unwavering commitment to creating a cleaner and more sustainable future, he dedicated himself to pioneering change in the energy sector. Fueled by his strong desire to contribute to national progress, he co-founded Axciona Energy alongside his business partner, Mr. Arnold Mandin, who now serves as the company’s President. Together, they built a company driven by innovation, strategic partnerships, and environmental responsibility, with a mission to develop and operate cutting-edge solar, wind, and hydro energy projects.

Dexter Jay Bagumbay

Chief Legal Officer

He is a corporate lawyer with a strong background in renewable energy law. He currently serves as In-House Counsel and Assistant Corporate Secretary, advising on legal structuring, permitting, regulatory compliance, and investment frameworks in the renewable energy and infrastructure sectors. He also has been closely involved in energy project development, including land acquisition, joint venture agreements, and coordination with government agencies such as the DOE, DENR, and ERC. His work supports the country’s clean energy transition by enabling partnerships between developers, investors, and landowners. Prior to his in-house role, Dexter was an Associate at Puno and Puno Law Offices, where he handled legal matters involving energy, natural resources, and corporate law. He also interned at the Office of the Solicitor General of the Philippines, contributing to high-level legal proceedings on behalf of the government. In parallel with his legal practice, he is a Part-Time Professor at the University of Makati, where he teaches law and shares his expertise in sustainable development and energy law. His legal career reflects a deep commitment to advancing renewable energy and sustainable infrastructure through innovative legal solutions and strategic advisory.

Remark Montalban, CPA, CMA

Chief Financial Officer

He is a Certified Public Accountant in the Philippines, an ASEAN Chartered Professional Accountant, a Global Certified Management Accountant, and holding a Master of Science in Accountancy with a specialization in Internal Audit. He leads a premier accounting, tax, business advisory, audit, and assurance service firm that caters to a diverse clientele across the region. With a solid foundation in internal and operations audit, fraud financial audit, risk assessment, and internal control system design, he brings a wealth of expertise to his corporate clients. He is currently pursuing a Doctor of Philosophy in Business Administration. Beyond his professional achievements, Remark is the founder of the Bohol Youth for Change Movement, a non-profit organization dedicated to assisting street dwellers of all ages and genders, highlighting his commitment to societal welfare and community service. When not immersed in his professional or philanthropic endeavors, Remark enjoys staying active with badminton, indulging in reading and writing blogs, and creating audio podcasts. Known for his love of food and a good laugh, he brings both expertise and a unique personality to our community. He is a distinguished professional and vibrant member of our society.

David Huang (黃大維)

Chief Investment Officer

David Huang is a seasoned entrepreneur and advisor with nearly three decades of business experience in the Philippines, beginning in 1995. His early ventures focused on international trade, which later expanded into project investment, business consulting, and strategic advisory across renewable energy, technology, and infrastructure. He has held prominent public sector roles, including serving as Special Advisor to the Director General of the Philippine Economic Zone Authority (PEZA-DTI) and Investment and Tourism Promotion Advisor to the Provincial Government of Bohol. From 2015 to 2023, Mr. Huang was also Vice President of the Taiwan Chamber of Commerce and Industry in the Philippines.

Marlon F. Parot

Chief Technical Officer

Marlon Fajardo Parot serves as our Chief Technical Officer, bringing over 35 years of leadership and technical expertise in the energy sector. His comprehensive knowledge of power generation, transmission, and distribution, combined with a strong track record of managing complex infrastructure projects, strengthens our organization’s strategic capabilities. His role is integral to ensuring the successful delivery of our engineering and energy initiatives.

Gilberto Francinilla

Chief Operating Officer

A licensed Civil Engineer with over 33 years of proven experience in managing, planning, and delivering a diverse range of infrastructure, vertical development, and renewable energy projects across the Philippines, the Middle East, and Southeast Asia. Throughout a career spanning three decades, I have successfully led large-scale solar farms, railway infrastructure, high-rise buildings, water treatment plants, and government and private construction projects from concept to completion. I have consistently demonstrated technical expertise, leadership, and cross-functional coordination across multiple stakeholders in both local and international settings.

Charlie P. Gilbaliga

Chief Business Officer

He brings a unique blend of mission-driven leadership, academic insight, and grassroots development experience to his role in the renewable energy space. As Chief Business Officer, he plays a vital role in stakeholder engagement, strategic partnerships, and community integration — key pillars in the successful development and deployment of sustainable energy projects. A former theology seminarian with 8 years of missionary service, he held leadership positions as Religious Superior, Novice Master, and Council Member with the Merciful Missionaries of St. Joseph. These roles gave him deep experience in managing multi-stakeholder environments, construction oversight, financial administration, and community livelihood programs—competencies highly relevant in the execution of renewable infrastructure projects, especially in underserved areas.
